Mill & overlay for commercial pavement that is worn, not gone.

Mill and overlay is the core rehabilitation method for existing asphalt. The worn surface is milled to a set depth, failed areas are repaired, and a new surface course is placed at the original grade. Where the retained section remains suitable, it can reduce removal and material compared with reconstruction.

Why mill instead of just overlaying

A straight overlay raises the surface every time. After one or two cycles, curbs lose their reveal, water stops reaching inlets and entrances develop lips. Milling removes the old surface first so the new course comes back at grade, and the milled texture gives the new asphalt a better bond.

Milling also exposes what is happening below the surface. Areas that show soft or saturated base after milling are marked and repaired full depth before paving.

When mill & overlay is the right call

Mill and overlay works when the base is mostly sound and the distress is concentrated in the top layer. If widespread alligator cracking, rutting or drainage failure shows up across most of the site, full-depth reconstruction may be the more appropriate recommendation.

  • Good candidate: oxidized, raveled or block-cracked surface with isolated base failures
  • Borderline: uncertain or scattered support failures that need investigation and comparison of alternatives
  • Reconstruction: widespread structural failure, poor drainage or inadequate original section

Sequencing on a live property

Milling and paving are usually done in back-to-back phases so a milled area is not left open to traffic and weather any longer than necessary. Phasing plans account for entrances, fire lanes, dumpster access, deliveries and tenant hours.
