Define the paving scope and the prime-contractor boundary
Public works scopes can involve mill and fill, utility trench restoration, approach paving or road resurfacing. The bid documents should identify who owns subgrade correction, base preparation, traffic control, striping and final acceptance. A paving subcontract is not automatically a turnkey public works contract.
Send applicable drawings, specifications, addenda and restoration details with the request. Agency requirements, bonding, insurance, prequalification and reporting obligations must be reviewed for that project; no award history or certification is implied.
Restoration limits, grades and hidden conditions
Utility restoration needs more than a trench width. Approved limits may extend to a lane, joint or larger pavement area. Backfill, compaction and temporary surfacing responsibilities should be clear before permanent paving is priced.
Where milling exposes weak support, the project team may need a repair decision or additional testing. Agree on how changes will be authorized and measured rather than treating hidden base failure as an assumed inclusion.

Traffic and inspection planning before mobilization
Public access, emergency routes and work-zone traffic control need the arrangements required by the project. Lane closures, notices, inspection windows and weather constraints can affect sequencing. Confirm who obtains approvals and provides the required traffic-control setup.
